California golf can be expensive, but a visitor does not need a resort budget for every round. Walking, flexible weekdays and a careful look at booking charges can uncover useful alternatives. This guide mixes full-length public courses with one clearly identified shorter, par-65 layout.
This is Break 90 Golf’s research-based editorial shortlist, using course-operator and public-agency information. It is not an official statewide ranking or a firsthand review. We select for course character, accessible public play and a useful price proposition. Separate layouts at the same property may appear individually.
Rates and booking information checked October 15, 2026. All prices are USD per player unless identified as per cart. They are published references, not guaranteed quotes. Taxes, booking fees, travel, lodging and gratuities are extra unless explicitly included. Seasonal rates apply only to the dates shown; availability is weather-dependent. Where a dependable adult price could not be confirmed, we link to a live quote instead of estimating.

1. Pacific Grove Golf Links
Pacific Grove · Best for Monterey Peninsula scenery on a smaller budget
Pacific Grove offers a public golf alternative in an area famous for expensive resort rounds. It makes a useful anchor for a more affordable peninsula visit, especially if you are happy to walk and can play Monday through Thursday.
Price: Published walking green fee $66 Monday–Thursday / $89 Friday–Sunday and holidays. Electric cart $25 per rider extra. Groups of two to four can reserve up to 60 days ahead.
Break 90 approach: Account for the wind and choose a tee that leaves comfortable approaches. Keep the cost comparison based on the same walking or riding plan.

2. Rustic Canyon Golf Course
Moorpark · Best for design interest at a public fee
Expansive fairways and a strategic design make Rustic Canyon a good fit for golfers who enjoy making choices rather than simply surviving narrow targets. It is our clearest California crossover between the destination and value lists.
Price: Within the 1–14-day booking window, prime green fees are $65 Monday–Thursday / $90 Friday–Sunday and holidays. The 15–28-day advance-prime prices are $85/$110, including a nonrefundable booking component. Cart is extra.
Break 90 approach: Pick a landing area that gives you a clear approach. More fairway to hit should help you make a calmer swing.

3. Coronado Golf Course
Coronado · Best for a San Diego-area public round
Coronado provides a public 18-hole option with a clearly published general fee schedule. It is worth comparing with San Diego’s better-known municipal courses, especially when you include the reservation charge rather than looking only at the green fee.
Price: General green fee $54, or $63 Friday–Sunday and holidays. Nonresident cart $24 extra. Reservations 3–14 days ahead add $25 per player, which does not count toward the green fee.
Break 90 approach: Compare the full cost before booking. If the advance time fits your trip, treat the reservation fee as part of the round’s price.

4. Balboa Park — 18-Hole Course
San Diego · Best for a lower-cost city golf day
Balboa Park gives visitors a full-length alternative to Torrey Pines. Specify the 18-hole course when reserving: the city also operates a separate nine-hole layout. Its nonresident prices make it a useful starting point for a San Diego value itinerary.
Price: 2026 nonresident green fee $56.50 Monday–Friday / $71 weekends and holidays. Cart $20 per person; an 8–90-day advance reservation adds $10 per player.
Break 90 approach: Use the course scorecard to select tees before the round. Spend the first few holes settling into good targets rather than chasing a fast start.

5. Ancil Hoffman Golf Course
Carmichael · Best for a Sacramento-area walking round
Ancil Hoffman offers a full public round with a meaningful difference between walking and riding prices. It is a sensible comparison for golfers in the Sacramento area who can choose a weekday and want to leave more room in the budget for repeat play.
Price: Before 2 p.m., standard rates are $40 walking/$61 riding Monday–Thursday, $49/$70 Friday and $59/$80 weekends and holidays. Later rates are lower; confirm daylight before choosing them.
Break 90 approach: Choose the price and start time together. A cheaper late round is only useful if it gives you enough time to play the holes you want.

6. Olivas Links
Ventura · Best for a public golf stop on the coast
Olivas Links offers a natural-style golf setting in Ventura, close enough to its sister course Buenaventura for a two-round visit. It is a useful option for travelers moving between Los Angeles and Santa Barbara who want golf without a resort stay.
Price: Public 18-hole green fees $56 Monday–Friday / $67 weekends and holidays. Electric cart $18 per rider. County and city discounts are separate from these visitor prices.
Break 90 approach: Keep your target generous when the wind picks up. A simple two-putt from a safe approach is a good scoring outcome.

7. Goat Hill Park
Oceanside · Best for a shorter course with a full round of golf
Goat Hill is an 18-hole, par-65 course of about 4,600 yards. Its shorter format makes it a different proposition from a long championship course, with opportunities to work on approaches and scoring. Judge a good round against par and your own goals rather than comparing the raw total with a par-72 score.
Price: Public walking fee $60 Monday–Thursday / $75 Friday–Sunday and holidays. Cart $20 per seat extra. Lower resident and subscription prices require eligibility.
Break 90 approach: Use the shorter holes to practice choosing a comfortable approach distance. Do not let a short scorecard tempt you into unnecessary risks.

8. San Clemente Municipal Golf Course
San Clemente · Best for ocean views at municipal prices
The city’s Billy Bell course offers elevation changes and ocean views, with standard fees available to visitors. It is an appealing Orange County comparison when you want a coastal golf day without the neighboring resort price level.
Price: Standard green fees $64 weekday / $75 weekend and holiday. The city lists $20 for an 18-hole cart rental; confirm its per-player application when reserving. Resident-member prices require a qualifying discount card.
Break 90 approach: Factor the slope of the lie into club selection. A balanced shot toward a broad target is more useful than trying to force the exact yardage.

9. Haggin Oaks — Alister MacKenzie Course
Sacramento · Best for a public course with extensive practice options
Haggin Oaks combines public golf with a large practice and instruction facility. The Alister MacKenzie course is the full-round option to compare for this list; do not assume a quote for the other course at the complex is the same booking.
Price: Dynamic live quote required. The operator adjusts rates with demand, availability and conditions. Compare the final MacKenzie-course price with Ancil Hoffman for your actual date before deciding which is better value.
Break 90 approach: Give your warm-up a purpose: a few short shots, a few normal swings and enough putting to judge the speed. Avoid turning it into a swing rebuild.

10. Buenaventura Golf Course
Ventura · Best for a lower-cost companion with a condition caveat
Buenaventura offers a more traditional course setting than nearby Olivas Links. It belongs on a value shortlist with an important qualification: the operator currently advertises temporary greens on holes 2 and 8. Decide whether the discount fits the round you want.
Price: The temporary-green public fees are $41 weekday / $51 weekend and holiday, compared with listed standard fees of $45/$57. Cart $18 per person. Confirm whether the temporary greens remain in use before booking.
Break 90 approach: For a practice-oriented day, agree on how you will handle temporary greens before starting. For a special occasion, check conditions before choosing the lower price.

Compare the complete cost
A green fee can be the smallest-looking number in a booking that also carries a cart charge and an advance-reservation fee. Compare those totals first. Resident and association-member discounts can help eligible golfers, but the visitor prices here do not assume those qualifications.
For repeat play, group courses near your accommodation rather than driving across California to save a few dollars. Ask about course conditions before buying a deal, and use our scoring calculator to set a realistic target for the tees you choose.
